Minimum 08 years of post-qualification experience in case of Ph.D. or 12 years with Masters / M.Phil degree.
1. The incumbent will be responsible for conducting original, in-depth research and preparing advisory and policy notes for relevant stakeholders, including members of the National Security Committee, concerning non-traditional security issues.
2. These include matters of international law, international trade, economic and investment law, human security, cybersecurity, disinformation, terrorism, sanctions, security agreements, transboundary water management (e.g., the Indus Waters and Kabul River Basin), and other issues pertaining to international law that affect the country’s comprehensive national security.
3. The incumbent will review and vet international treaties, investment agreements, bilateral and multilateral arrangements, security protocols, MoUs, national legislations and draft sectoral policies through the lens of national security considerations.
4. The incumbent will prepare actionable recommendations and position papers on treaty negotiations, reservations, ratifications, international trade, international conflicts, sanctions regimes, international judicial and arbitration proceedings, lawfare strategies and narratives, and emerging threats and disputes to safeguard vital national security interests.
5. The incumbent should have a comprehensive knowledge of international organizations and their operational mechanisms.
6. The incumbent should have a demonstrated capacity to brief senior government officials and engage in inter-agency and international coordination on complex legal and policy matters.
7. The incumbent will analyze and categorize Pakistan’s treaty corpus to identify and mitigate national security risks.
8. The incumbent will ensure stakeholder engagement on existing and emerging national security threats related to international law.
9. The incumbent will coordinate with stakeholders and inter-agency working groups on international law, arbitration and dispute resolution, emerging technologies, and international investment and trade regimes.
10. The incumbent will manage SPPC’s external linkages with international experts, global think tanks, and governmental committees on national security, international law, and non-traditional security.
11. The incumbent will represent SPPC at national and international forums, including policy discussions, negotiations, expert working groups, and think tank events.
12. The incumbent will organize and manage international conferences, seminars, and workshops on national security and international law.
13. The incumbent will support the Chairperson SPPC and NSA by preparing presentations, talking points, policy briefs, minutes, reports, and post-event analyses for the National Security Committee and other senior-level forums.
14. The incumbent will perform any other tasks assigned by the NSA/Chairperson SPPC and Secretary, NSD.
Ph.D or Master’s/MPhil Degree, with minimum 18 years of education from a Higher Education Commission (HEC) recognized University in in Public Policy, Development, Economics, Political Economy and Strategic Studies.
