Act on behalf of the Competent Authority/ National Focal Point for BRS, Minamata Convention, Vienna Convention, their protocols, and GFC as a Environmental Specialist- Chemical for the achievement of Objectives.
Monitor compliance of national practices with global conventions on chemicals and advise on enforcement mechanisms.
To provide necessary administrative, technical, and procedural support to the directorate as per Government policies and procedures.
Ensure day-to-day business of specialized directorate for the management of chemicals as per government rules.
Monitor all staff activities according to existing policies.
Lead the development and implementation of national policies and regulatory frameworks related to industrial, agricultural, and consumer chemicals and implement the National Integrated Chemical Management & Safety Framework.
Manage, facilitate, and implement the approved procedures of the Government of Pakistan for the import of and management of chemicals particularly Persistent Organic Pollutants (POPs), and globally banned chemicals.
Lead the team in the preparation of mandatory reports as per reporting requirements of the chemical related international Conventions, as required for their submission.
Provide strategic and technical input to ensure sound chemicals management across their life cycles (production, import, storage, use, transport, disposal) and for the implementation of GHS (Globally Harmonized System of labeling and classification of chemicals).
Develop action plans and strategies for chemical risk assessment and mitigation.
Support the development of a national chemicals inventory and digital database.
Develop project proposals, feasibility studies, and funding applications for chemical management initiatives from GCF, GEF, and other donor agencies.
Monitor project implementation and ensure alignment with national policies and international obligations.
Plan, design, and implement relevant awareness-raising and capacity-building activities envisaged under the Directorate to meet the objective.
Develop and implement strategies for intersectoral collaboration and liaise and coordinate with relevant government departments, private sector entities, and international organizations on chemical safety issues.
Support Pakistan’s preparation for effective participation in several events under chemicals related Conventions, including COPs.
Establishing and maintaining effective working relationships with other staff within the national specialized directorate to ensure that the national specialized directorate’s objectives are met.
Ensuring that budgets are well managed by monitoring expenditures and identifying areas where costs can be reduced, or budgets can be increased.
Represent Pakistan in regional and international forums on chemicals and hazardous substances.
BS/MSc (16 years of education) or MS/M.Phil. or Ph.D. in Environmental Sciences or Chemistry or Chemical Engineering or Industrial Engineering from a reputed national (HEC Recognized) and international institution.
10 years of post-qualification experience is required in any Government/Semi-Government/Autonomous/Private organization in a supervisory capacity in the management of local chemicals related projects, specifically with government agencies. Experience in working with international agencies/ NGOs would be essential. Previous experience working with the Ministry of Climate Change and Environmental Coordination would be added advantage,
Significant experience in managing PSDP and/ or donor-funded projects and familiarity with project cycle management,
Having sound knowledge of sound management of chemicals, governance, compliance, and implementation mechanism of the national regulations and international conventions on chemicals.
Experience in leading teams of technical experts working for chemicals management,
Experience in institutional linkages and capacity building and awareness raising is required,
Familiarity with computer software (MS Office) and other statistical package is a must.
