Minimum of 10 years of professional experience, non-repeated and preferably international experience of sufficient duration to be able to build and lead a team, with at least 5 years in a leadership role.
• Develop and implement a comprehensive data strategy to drive data-driven decision-making within the Ministry, with a focus on strategic communication, public-perception analysis, audience targeting, and narrative building.
• Oversee the collection, analysis, and interpretation of data from diverse sources, including media monitoring, social-media analytics, and public-opinion surveys, to inform strategic planning, policy formulation, and communication strategies.
• Collaborate with cross-functional teams to identify data requirements, establish data-governance frameworks, and ensure data quality, security, and integrity.
• Leverage data insights to enhance the Ministry’s communication strategies, audience segmentation, stakeholder-engagement efforts, and international outreach initiatives.
Qualification: Master’s degree or equivalent in Data Science, Political Science/International Relations, Business/Public Administration, or a related discipline from a highly reputed institution.

• Knowledge of data governance, data security, data privacy best practices, and relevant laws/regulations.
• Understanding of public opinion research methodologies and behavioral science principles (preferred).
