Need Assessment & Justification:
The Director General Cloud will head the Cloud Office and set the strategic direction for seamless cloud adoption across the country. Moving beyond pure policy formulation, this role requires a practitioner capable of translating strategic frameworks into functional, enterprise-grade infrastructure. Key responsibilities include:
• Providing vision and leadership for developing programs that enable the use of cloud solutions.
• Spearheading the operational design and foundational setup of national cloud infrastructure ecosystems from inception to maturity.
• Developing practical, highly technical processes for procuring, validating, and operating cloud services.
• Ensuring the functional and technical implementation of the Pakistan Cloud First Policy (PCFP).
• Creating and nurturing a conducive, operationally viable environment for the business-value chain within a cloud ecosystem.
Education:
• Masters or equivalent in a relevant field (e.g., Computer Science / Engineering, IT, Software Engineering, Electrical/Telecom Engineering, Business Administration, Management Sciences, or other ICT-related disciplines).
• Relevant international certifications in enterprise architecture, cloud infrastructure, or cybersecurity will be highly preferred.
Experience:
• Minimum of 15 years of relevant professional experience, with a strong emphasis on complex project lifecycles and enterprise-scale IT transformations.
• Working experience of C-Level / Senior Management position in a reputable organization, preferably large telcos / financial institutions / other regulated organizations.
• Demonstrated success in architecting, launching, and scaling large technology divisions, digital platforms, or infrastructure units from the ground up.
Sector Knowledge:
• Strong background of managing the Cloud Service Provider (CSP) organizations, including rigorous vendor evaluation and technical validation.
• Experience working in public affairs or a policy-driven regulated environment, coupled with hands-on technical execution.
• Strong knowledge of the Pakistani ICT sector, in public, semi-private or private sector.
• Experience in enterprise-wide digital transformations, including the complex migration of mission-critical core systems to modern, scalable cloud ecosystems.
• Operational & Technical Leadership: Strong grasp of technology domains including cloud computing, cybersecurity, data protection, and e-commerce. Deep expertise in orchestrating comprehensive ecosystem rollouts, system migrations, and advanced architecture design.
• Vendor & Ecosystem Management: Extensive practical experience in managing technology portfolios, defining technical baselines, and identifying skill or documentation gaps during complex vendor evaluations.
• Engagement & Execution: Demonstrated track record of engaging with public sector organizations, regulators, and policy makers to achieve meaningful regulatory changes while ensuring robust, functional implementation on the ground.
• Communication: Ability to influence, negotiate with, and persuade others while getting up to speed quickly on complex technical and business issues.
• Policy Alignment: Excellent understanding of the objectives of the Pakistan Cloud First Policy (PCFP).
• Provide policy vision and strategic direction for national cloud adoption, ensuring strategies are grounded in technical reality and operational readiness.
• Architect and oversee the functional setup and continuous operation of state-level cloud infrastructure initiatives.
• Lead the formulation of rigorous registration, accreditation, and technical audit criteria for Cloud Service Providers (CSPs), establishing strict baselines for security and service delivery.
• Develop and implement government affairs and policy strategies for Cloud computing to facilitate an enabling environment in Pakistan.
• Develop operational programs for the use of cloud solutions and technical processes for procurement, deployment, and operations.
• Advance government policy positions directly and through industry associations to enable a transparent, technology-friendly regulatory environment.
• Foster local ICT industry growth by enabling access to cloud-based and emerging technologies.
• Create practical opportunities for the indigenous industry to benefit from local and global cloud demand.
• Provide overall secretariat support to the Cloud Board and present a quarterly progress report on cloud adoption.
• Any other relevant task, as may be assigned by the Ministry’s leadership.
