Director Infrastructure

Department: Infrastructure Position: Director Infrastructure Reports to: Chief Business Development Officer Location: Islamabad Maximum Age: 56 years Role Overview: The Director Infrastructure serves as the primary portfolio lead for PSEB's national infrastructure program, spanning the development of new Software Technology Parks (STPs), IT Parks, BPO Centers, and Centers of Excellence, the management and performance of PSEB's existing network of STPs, the nationwide e-Rozgaar Centers program, and the Data Node/connectivity operations that underpin service delivery to the IT & ITeS industry. The role provides an enabling environment for IT & ITeS businesses, startups, and freelancers to deliver software consultancy and BPO services worldwide through research and development, innovation, and globally competitive infrastructure. The Director Infrastructure will also be directly responsible for the operational readiness and commencement of the Islamabad IT Park including facility management setup and operational frameworks and, on an ongoing basis, for its Operations & Maintenance (O&M), ensuring the facility is run efficiently, safely, and to a standard that supports a world-class working environment for resident IT & ITeS companies, startups, and freelancers. Educational Qualification: • Minimum 16 years of education with a degree in Civil Engineering / Electrical Engineering / Mechanical Engineering / Architectural Engineering/ Architecture or a related engineering discipline from an HEC-recognized national or international university or institution. • PEC registration is preferred; however, candidates who are eligible for registration may also apply. • Higher qualifications in Engineering Management or Project Management and professional certifications such as PMP shall be an added advantage. Experience: • Minimum 10 years of post-qualification relevant experience in large-scale infrastructure development, construction management, facility operations, or related domains. • Demonstrated experience in construction and operations of large-scale building complexes, IT Parks, commercial towers, or similar facilities is desirable. • Experience in strategic planning and management of high-value civil engineering or infrastructure projects, particularly in the public sector, will be considered highly relevant. • Relevant experience in project or program management involving stakeholder coordination, regulatory approvals, and multi-stakeholder engagement is desirable, with approximately three (3) years preferred. • Demonstrated exposure to facility O&M functions, MEP systems, HVAC, fire and life safety systems, building management systems (BMS), and vendor/contractor management. • Leadership or decision-making experience, ideally supported by approximately three (3) years in a relevant senior role. • Familiarity with ICT/network infrastructure and connectivity operations will be an added advantage. • Prior international experience in technology park development or research facilities will be highly desirable. Key Responsibilities: • Provide strategic leadership for the establishment and operationalization of Software Technology Parks, IT Parks, BPO Centers, and Centers of Excellence across Pakistan, ensuring achievement of project milestones within approved timelines and budgets, on either a PPP model or funded by the government and/or multilateral organizations. • Provide strategic oversight and ensure timely coordination for procurement, tendering, consultant engagement, and construction activities for the Karachi IT Park Project, in collaboration with Korean stakeholders and relevant authorities. • Prepare project proposals in line with industry requirements and prescribed government procedures, and pursue approvals from competent forums; prior experience with PSDP projects will be advantageous. • Act as Project Director for the e-Rozgaar Centers program leading, supervising, and monitoring implementation, ensuring timely execution and coordination with the Ministry of Federal Education & Professional Training, Provincial Governments, and partner institutions. • Supervise the effective management and performance monitoring of PSEB's operational Software Technology Parks, ensuring uninterrupted support to resident IT companies, improved occupancy, and timely resolution of operational challenges. • Provide strategic oversight for the operational readiness of the Islamabad IT Park, including facility management setup, operational frameworks, and stakeholder engagement to ensure smooth commencement of operations; following commencement, own ongoing O&M of the facility including building systems, security, housekeeping, fire and life safety, and allied facilities. • Develop and implement annual O&M plans and budgets covering preventive and corrective maintenance of civil, electrical, mechanical, HVAC, fire-fighting, power backup, and IT/network infrastructure; select and manage FM/O&M contractors against defined SLAs and KPIs. • Provide strategic leadership and oversight of the Data Node Department to ensure uninterrupted, secure, and reliable internet connectivity and related ICT services for the IT industry. • Develop and maintain effective liaison with Federal and Provincial Ministries, the Planning Commission, Finance Division, regulatory bodies, and development partners to secure project approvals, funding, and policy support. • Lead implementation of the Digital Nomad Initiative in Gilgit-Baltistan through strategic coordination with Federal and Provincial stakeholders, development partners, and the IT industry. • Manage, monitor, and maintain track of all ongoing projects, activities, and resource utilization, and regularly report on progress and performance to senior management. • Perform any other responsibilities assigned from time to time by the management.
