Purpose of the Position
The Executive Director – National Digital Innovation Lab (Taxation) shall serve as the Authority's sector expert for Taxation and provide strategic leadership for the design, development, and implementation of digital transformation initiatives aimed at modernizing tax administration, improving revenue systems, and enhancing taxpayer services. The incumbent shall lead the National Digital Innovation Lab (Taxation) in developing innovative digital solutions that support efficient, transparent, and data-driven taxation systems aligned with the National Digital Vision and Goals.
Key Responsibilities
• Lead the establishment and operationalization of the National Digital Innovation Lab (Taxation) as a centre of excellence for digital tax innovation.
• Provide sector leadership and subject matter expertise on digital taxation, revenue administration, taxpayer services, and technology-enabled compliance.
• Develop and implement sector-specific digital strategies, innovation initiatives, and product roadmaps aligned with national digital priorities.
• Lead the design, development, testing, and deployment of digital taxation platforms, taxpayer service solutions, revenue analytics platforms, compliance systems, and AI-driven tax administration solutions.
• Identify opportunities to apply emerging technologies, including artificial intelligence, advanced analytics, automation, machine learning, and digital identity, to improve tax administration, compliance, fraud detection, revenue forecasting, and taxpayer experience.
• Coordinate with relevant ministries, tax authorities, regulatory agencies, provincial governments, development partners, and other stakeholders to accelerate digital transformation within the taxation ecosystem.
• Ensure interoperability with national Digital Public Infrastructure (DPI), digital identity, payment systems, and government data exchange frameworks.
• Lead multidisciplinary teams responsible for innovation, product development, research, and implementation while monitoring project delivery, risks, and outcomes.
• Contribute to policy papers, concept notes, and reform initiatives relating to digital taxation, revenue modernization, and public sector innovation.
• Ensure compliance with applicable laws, cybersecurity requirements, privacy standards, and government data governance frameworks.
Qualifications & Experience
Education: Minimum Bachelor's degree in Economics, Finance, Taxation, Public Administration, Computer Science, Information Technology, Business Administration, or a related discipline. A Master's degree in Taxation, Economics, Public Policy, Business Administration, Information Systems, or a related field shall be preferred.
Experience: Minimum 15 years of professional experience in taxation, revenue administration, public finance, tax technology, digital government, or related fields. Demonstrated experience in tax administration modernization, digital transformation programmes, revenue systems, or technology-enabled public sector reforms. Experience working with government institutions, tax authorities, regulators, international organizations, or large-scale transformation programmes will be preferred. Proven experience in building, developing, and leading high-performing multidisciplinary teams (minimum size of 15 team members).
