PHA Foundation (PHAF) is a State-Owned Enterprise of the Government of Pakistan, established under Section 42 of the Companies Act, 2017 with the mandate to promote, facilitate and regulate affordable housing schemes and urban development projects across Pakistan. PHAF invites applications from suitably qualified, proactive and dynamic professionals for the position of Full time Chief Executive Officer (CEO), in accordance with State-Owned Enterprises (Governance and Operations) Act, 2023, State Owned Enterprise (C-Level Appointments) Guidelines 2024 issued by the Central Monitoring Unit (CMU), Finance Division and the Public Sector Companies (CEO Appointment) Guidelines, 2015. The candidate should possess:
i. Demonstrated experience of providing vision, leading and managing multiple teams of top professionals and delivering concrete and measurable results in a demanding corporate environment; and
ii. Demonstrated experience of evaluating and applying emerging technologies to transform businesses and deliver sustainable competitive advantage; and
iii. Strong and proven past experience of large scale project management and supervision; and
iv. Good interpersonal and communication skills (written, verbal and listening) along with being a team builder. Joining
Eligibility Criteria
i. At least Master’s degree or equivalent (16 years of education) in Urban Planning, Architecture, Development studies, Business Administration, Public Administration, Finance, Engineering, or equivalent from a HEC Recognised University/ Degree Awarding Institute. Foreign credentials will be given additional weightage.
ii. A minimum of fifteen (15) years of relevant professional experience, including substantial experience at senior management positions, with demonstrated expertise in project management, construction sector, infrastructure development or equivalent field.
iii. Candidates having successfully served Public Sector Entities / Corporations as CEO/MD will be given preference.
iv. Strong knowledge of government laws, rules and policies related to project management, public procurement and public financial management is mandatory.
v. The candidate must not have attained the age of 50 years as at the closing date of application.
Pay/ Remuneration
A market-competitive remuneration package shall be offered to the selected Chief Executive Officer of PHAF, as determined by the Board of Directors.
Terms and Conditions
i. The position of CEO PHAF is based at Islamabad.
ii. Applicants shall submit a detailed CV, valid CNIC, attested and HEC/relevant body verified academic credentials, HEC Equivalence Certificate (for foreign qualifications), professional registration (where applicable), recent photographs, NOC (for government employees) and experience certificates specifying designation, duration and nature of employment.
iii. True copies of all submission will be required from the short-listed Candidates at the time of interview.
iv. Civil servants meeting the aforesaid criteria may also apply, subject to pre-requisite NOCs from parent Ministry/Department and/or Cadre Administrative.
v. The initial contract shall be for a period of three (03) years, with an annual performance evaluation to be conducted by the Board of Directors against Board-approved Key Performance Indicators (KPIs). The contract may be extended for a further period of up to two (02) years on the basis of satisfactory performance, subject to the Board's resolution and concurrence of the competent authority under the SOE Act, 2023.
vi. The candidate must meet the Fit and Proper Criteria as laid down in Schedule IV of the State-Owned Enterprises (Governance and Operations) Act, 2023 and the SOE (C-Level Appointments) Guidelines 2024. Any person disqualified under these instruments shall not be eligible.
vii. A declaration on stamp paper of Rs. 100/- or above duly verified by the Oath Commissioner, confirming eligibility to hold the position in accordance with the Schedule II of CMU Guidelines for C- level appointments, shall be mandatory at the time of application (to be attached with CV on National Job Portal).
viii. The recommendations/ selection/ tenure of the candidate shall be subject to applicable Government law, rules, regulations, policy, instructions issued from time to time.
